Apple has seeded OS X 10.9.3 (build 13D33) to developers. This follows the previous build (13D28) by less than a week.
Apple is once again asking developers to focus on Graphics Drivers, Audio, Safari, and Contacts/Calendar USB sync via iTunes.
The beta is available through the Update tab in the Mac App Store and via the Mac Dev Center.
